
Whereas, Donald Trump Sr. signed Presidential Executive Order #14288 titled Strengthening and Unleashing America’s Law Enforcement to Pursue Criminals and Protect Innocent Citizens on April 28, 2025, and
Whereas, this Order advocates for removing checks and balances on police conduct, encourages more aggressive conduct and ending Consent Agreements across the nation, and
Whereas, this Order calls for deployment of “military and national security assets”, including personnel, to be used to “fight crime”, and
Whereas, the employment of the military for such use is outlawed by the 1878 Posse Comitatus Act to protect self-governing local units of government from being dominated by federal overreach, and
Whereas, the last time the current U.S. President advocated for putting troops on the streets in American cities, in 2020, was to shoot protesters, therefore be it
Resolved, that the Detroit City Council opposes any cooperation with any plan to alter police-community relations in our City through this Executive Order or similar federal initiatives, and be it further
Resolved, that the City of Detroit opposes any deployment of military forces on the streets of our City unless this body, the Mayor and the Governor determine that there is an emergency of such magnitude that it becomes necessary, which is not the case today.
